What Is the Responsible Technology Program?

The Responsible Technology program develops conceptual frameworks and policy recommendations that position emerging technologies, such as artificial intelligence, quantum computing, space technologies and biotechnology, on a path to strengthen global security, prosperity and resilience for all. Technology is becoming increasingly strategic and central to new alliances. The program aims to shape a technological future grounded in shared values and a clear understanding of the risks and opportunities involved — a future where emerging technology is developed, used and governed responsibly.

Why Does This Matter?

Emerging technologies across a range of fields will profoundly impact our security, economy and society. Their effects will depend, in part, on:

  • the values built into their design and deployment;
  • the policy decisions that are made; and
  • how they are governed.

Program Approach

The program team is actively seeking expert perspectives in ethics and law, and, broadly, from the physical and social sciences, to contribute to its work of answering key questions such as:

  • What insights can we draw from the interplay of emerging technology, national security and intellectual property to inform new governance models that foster innovation while protecting national interests?
  • How can international cooperation be strengthened around the responsible development and use of emerging dual-use technologies — innovations with both civilian and military applications?
  • What strategies are effective in addressing the growing tension between technological sovereignty and open science?
